The Constitution of the Club gives power to the executive committee to make by-laws 'prescribing any matter necessary for the purpose of giving effect to this Consitution and for regulating the affairs of the association' (rule 61). By-laws issued by the executive committee have the same force and effect as the rules of the Club Constitution.
Where the executive committee makes by-laws under the Constitution, the Secretary must inform the members of the Club that the by-laws have been made. Any by-laws made by the executive committee will be made available on the Club website.
Members of the Club may, by special resolution and in accordance with the Constitution, disallow any by-laws made by the executive committee anytime within 90 days of the by-laws being made.
